Waystations were placed in the roads of the Empire, staffed by younger samurai, usually the apprentices of Imperial Magistrates. They served as scouts in the case of invasion, and helped defend in the event of bandit attacks. They were generally charged with assisting travelers and keeping order in the general area, and had one or two shugenja on hand at any given time. [1]
