Voice of Nanashi
From L5r: Legend of the Five Rings
The Voice of Nanashi is a small organization formed from the ranks of the Eyes of Nanashi. Their focus is on protecting the 'Spirit' of Nanashi Mura, by setting up all manner of games and gambling houses throughout the small town. They are practical enough to understand that vice will happen, and they prefer to introduce it themselves so that they can better control it. [1]
