The Temple of Virtue was the largest temple of Kudo Mura, devoted to Toku, the Fortune of Virtue. It was built in the Temple District shortly after the village's promotion in 1169, at the behest of its governor, Toku Kiyuko, the youngest daughter of the renowned Monkey hero. 
The door temples were carved with images of Toku himself, and centered in the back of the main chamber was a statue of the General, a replica of the original in Ryoko Owari. Living chambers for the monks were at the sides, and a small library there homed a copy of every legal document that Toku Kiyuko signed in the name of the Minor Clan Alliance.
