The temple was built on orders of Tsuruchi Ichiro shortly after he assumed leadership of the Tsuruchi family after the end of the War Against the Shadow. This was a matter of minor curiosity to some, the Tsuruchi were not a particularly religious family, but it was thought that since the wind can affect archery, this was the reason for its construction.  It taught the Order of Osano-Wo, Order of the Thousand Fortunes, Tsuruchi Magistrate, Sons of Kaimetsu-uo, and Tsuruchi Swordsman schools. 
The truth was that the first head of the temple, Tanari, was in fact the retired Tsuruchi, who had been badly injured in the last battles of the war.  Tanari added a school and a library to the temple. 
Patron Slain Edit
The temple remained relatively obscure until Fu Leng assaulted the Heavens in 1159 and the temple's patron was among the slain. Many pilgrims flocked to the temple, and those of other slain fortunes, curious about what had happened. 
In time, the temple returned to obscurity. Then, in 1165, Tanari was joined by Shumai, who took over many of the elder's duties. This gave Tanari the opportunity to become more involved with the wider Brotherhood of Shinsei. A result of this was, when Shoan retired as the leader of the Brotherhood, Tanari was elevated to take his place. In the years since, the temple has been a busy place, with many more applicants than there were places for them, allowing Shumai to pick those who would best serve.
