Teinei was the Headman of the village beside Kosaten Shiro. He was a bald man with a sunken face, who was in his fifties in the last years of the 12th century. The governor Daidoji Sokazaka had suddenly raised the taxes provoking the unrest of his kin. Tenei disminished the threat of a peasant revolt, as he explained to a group of samurai who asked around for information on who was most unhappy among the peasants. [1]
