Shiba Tsuko was a yojimbo of the Phoenix Clan.

The young Shiba was fascinated with the tales of the heroes of Rokugan, and chose the name of one courageous women, Matsu Tsuko. She was appointed as yojimbo to a diplomat in the Minor Clan courts. Tsuko gained prestige for deeds as winning two sanctioned duels against superior opponents, and she was assigned to Isawa Nimuro, member of the Phoenix Clan's delegation to Naishou Province. Her new assignment was an irreverent young man more interested in playing tricks and hiding other samurai's belongings than in fulfilling his duties. [1]
