Shiba Hotaru was an Emerald Magistrate of the Phoenix Clan. He was appointed to sort out the many reports given to the Emerald Champion Utaku Ji-Yun. In 1198 he was dismissed by First Magistrate Doji Hakuseki because Hotaru had failed to pass summary reports of accounts about the Dark Naga. [1]
