Seppun Jurobei was an Emerald Magistrate of the Imperial Families. In 1166 he and Hiruma Tensin traveled along the coast toward the Crane lands to chase pirates. Tensin's uncle, Yasuki Keiji used his nephew's status as a magistrate to protect Keiji's merchant interests from the Serpents of Sanada. [1]
