The Roc was a sect of the Qolat and the Kolat. Its duty was the logistics and oversaw that the other four sects worked together and not against. They were also the contact with the Kolat conspiracy at Rokugan. [1]

Duty[]

The Roc sect maintained an extensive network of agents in foreign lands. Their duty was find any opportunity to use gaijin technology, magic, or mercenaries. As they were far removed from the watchful Oni's Eye, the Roc Kolat must be extremely independent. Only the most trusted agents might join this sect. [2] The sect learned special magics that allowed them to enhance an Oni's Tear so that it would last longer and could be viewed outside of Rokugan. These tears lasted up to ten years away from the Hidden Temple, but must be attuned to specific users. [3]

Ritual of Initation[]

Due to the freedom of movement required to perform their job, they must be chosen from only the most trusted and loyal recruits. Before any potential Roc agent was welcomed, he was kidnapped and tortured for a full week by Kolat disguised as Imperial Magistrates. If the agents break they were killed. Only those who withstand this harsh initiation without betraying the Kolat became members of the Roc Sect. [4]

Internal Debate[]

After the crippling attacks of the Lying Darkness and Shinjo's purge the kolat were disorganized, and many critical agents were isolated. The organization sought a new focus, torn between their desire to remake the Celestial Order and the more pragmatic desire to ensure the organizations existence. The Tiger, Cloud, Lotus, and Dream Masters were traditional Kolat, with Master Cloud the most vocal member of the group. The Steel, Coin, Silk, and Chrysanthemum Masters all adhered to the modern philosophy. Neither Master Jade nor Master Roc seemed interested in this ongoing debate. [5] The latter philosophy was championed by Morito and it seemed to be winning out. [6]

Masters[]

Ruqayah was a Master Roc, the youngest of the Ten, and the only Master who dwelled beyond the borders of Rokugan, maintaining contact through gaijin magic. [2]

Colonies[]

The fall of the Hidden Temple had had relatively little impact on the Roc Sect. [7] In the late 12th century the Kolat were ready to expand their operations once more. Masters Coin and Master Tiger, tentative allies for decades, had chosen to fill one of the vacant positions, a new Master Roq to assume control of the Kolat's operations within the Colonies, ensuring the balance of power remained. [8]
