Shosuro Mukai was the Higshikawa district's Governor of Otosan Uchi prior to the Scorpion Coup. After the Coup he swore fealty to the Otomo, as Otomo Mukai.

District Governor[]

The districts were usually named by its governor's name, but Mukai demanded that the name remained the same, honoring the late former governor Bayushi Higshikawa. He was a young an inexperienced courtier, and the surrounding governors of the Imperial City moved in to manipulate, undermine, or to protect him, as Shosuro Meiyoko. [1]

Betrothed[]

Mukai was betrothed to Shiba Arimako, an incredible unattractive woman, daughter of Shiba Shineba. Mukai appointed his mother-in-law-to-be as his most trusted court advisor. [1] Mukai married in 1123. [2]

Scorpion Coup[]

During the Scorpion Coup he worked against his own clan. He used the connetions his mother-in-law had established to fight the Scorpion, and organized peasant resistance throughout Higshikawa. Mukai murdered Shineba when she tried to defy his orders. [2]

After the Coup[]

Mukai remained the governor of the district after his clan was defeated, and swore fealty to the Otomo, becoming Otomo Mukai. He was placed in charge of all port operations in the city, and defenses for the Golden Sun Bay. This brought him in near-constant conflict with Governor Hida Ureiko, the governor of the former Kosuga district. Mukai was "advised" by Otomo Toreiki, an Otomo diplomat secretly grooming him as a figurehead for his family. [2]
