Otomo Itsuko was a shugenja and high-ranking member of the Imperial Families. She believed the Phoenix tower of Zumiki-mihari had been built to spy upon the Otomo and their wanderings toward the Agasha lands. Itsuko and her bodyguards staged an event, to kidnapp three peasants while they were within sight of the tower's caretaker, Agasha Maiko, hoping to trick the Agasha into revealing the true purpose of the tower. A group of samurai were dispatched to investigate by Maiko, believing Itsuko was a maho-tsukai. Itsuko tried to trick the party members into revealing something, or, failing that, bribe or intimidate them into betraying Maiko. [1]
