Otomo Daikenin was a shikken, an imperial arbiter. He arranged for the Hashira Horitsu, the annual law conference, without the presence of the Emperor Hantei XX neither the Emerald Champion, hoping to push through a law favorable to his Yasuki smuggling associates. Once the Emperor returned, the ruse was quickly discovered, the law overturned, ant Daikenin was put to death. [1]
