The Ministry of Service, oversaw by the Imperial Chancellor, conducted the periodic Imperial census and maintained the records collected from it. It also maintained records of marriages and other exchanges of people between the clans, in close cooperation with the Ikoma and the Otomo. During the Age of Exploration, this Ministry was in charge of selecting heimin for transportation to the Colonies. [1]
