Kuni Kitori was a shugenja of the Crab Clan of short stature. He was an assistant of the Protector of the Imperial City Bayushi Norachai. In 1172 Norachai and Kitori met the Seppun Magistrate Moto Hotei, who had found a dozen murdered monks, traveling sohei, beneath the snow in a road that led to the Imperial City. Kitori confirmed that one burned corpse of gaijin origin had been completely exsanguinated. Norachai guessed the gaijin had been willingly sacrificed in a foul ritual to lower the Imperial Palace wards, and the assassins would be at Toshi Ranbo.  The Empress Iweko I was at danger.
