Kitsuki Tubo was a Kitsuki Magistrate of the Dragon Clan. He was a round man, not very tall and not very tidy, with a sharp mind. He used to visit Kyuden Isawa, where he met Isawa Ujina. He was also teacher to Kitsuki Kaagi. ^[1]
