Kitsuki Sugen

Kitsuki Sugen was a Magistrate who hired his services as investigator in his business, Mysteries Solved, at Otosan Uchi. He was also the founder of the courier service Mountain to Mountain. Prior to the Scorpion Coup he investigated the presence of an Oyabun in the Ekohikei, and exposed Doji Imoko as the Yakuza lieutenant.
