Ikoma Katsuru was the Imperial Governor of the Rokugani colonies, in the then ruined Ivory Kingdoms.

Colonies[]

In 1182 Katsuru was appointed by the Empress Iweko I as the first Imperial Governor of the Colonies with capital at the Second City. Upon his arrival he ordered a large expansion of the size of the fortifications protecting the city. [1] His friend Akodo Tsudoken was the Commander of the Second City guardsmen. [2] He immediately reformed the Summer Courts. [3]

Expansion[]

In 1189 tremendous storms devastated the entire region around the Second City, destroying many buildings. During the rebuilding Katsuru expanded the city's military walls for the third time. [1]

Imperial Explorers[]

In 1191 the Imperial Explorers were created by Imperial Decree. Young samurai from all the clans might explore and map the former Ivory Kingdoms, and were rewarded for doing so by claiming a portion of each Explorer's finds for the clan. Weary of partisan politics and the manipulations of certain parties in the Second City, in 1193 [4] Katsuru suggested the sensei of the Imperial Explorers dojo, Bayushi Shibata to move the dojo outside the city, to prevent that the Imperial Explorers became a pawn in some manipulative game played by the courtiers there. [5]

Death[]

In the Month of the Serpent [6] of 1198 he was murdered by Dark Naga in the opening phase of the War of Serpents. His successor was Otomo Suikihime. [2]
