Kakita Hiroto was a magistrate of the Crane Clan who retired as the monk Hiroto, founder of the criminal Black Lotus Cartel.

Magistrate Edit

Hiroto was trained in the Doji Magistrate school, and received an appointment at Kyuden Kakita, where he discovered and destroyed an illegal sake and gambling house that had been operating for years due to his superior's implication with the business. He quickly became the high-ranking Emerald Magistrate and even entire criminal cartels were crushed by him. He worked five years to destroy a massive criminal organization that had grown out of the remnants of Hantei XVI's military organization following his defeat. [1]

Monk Edit

Hiroto received a personal commendation from the Emerald Champion Kakita Toshiken. He then shaved his head and entered a monastery, the Temple of Daikoku in Ryoko Owari Toshi, as the monk Hiroko. He soon began to see an entirely different side to the Empire, the samurai were often decadent and arrogant, and the peasants were shallow and often resentful because of the treatment they received. His faith was shattered, and Hiroto realized that the Empire was not worth saving. [2]

Criminal Cartel Edit

Hiroto swore he would only follow the tenets of Daikoku, the Fortune of Wealth, gathering as much wealth as possible. In the temple gardens he contemplated a black lotus growing amid a bed of white flowers, an omen about what he must to do. Hiroto created the Black Lotus Cartel operating at Ryoko Owari, and in one year spread in several other major cities, and it would become the largest and most influential criminal organization in the Empire.
