Hantei XV was the father of Hantei XVI, the Steel Chrysanthemum. He retired as Emperor in 589, believing his honest, clever, and capable son would usher in a new age of prosperity for Rokugan. Unfortunately, this proved to not be the case. (3E p. 13)
