The Agents of the Gozoku were able to move among the courts of the Empire with near impunity, protected by the leaders of the Gozoku conspiracy. Some of them followed the altruistic view of Doji Raigu and Shiba Gaijushiko, who sought to better the Empire. Their counterparts followed Bayushi Atsuki, petty and selfish men, who used the Gozoku influence for their own purposes. Atsuki created the technique of the Gozoku agents, which he passed to the other two leaders, and from them it was learned by their followers. [1]
