The Eta Village in the Second City was located in the so-called Peasant District. The main structures were several small stone crematoriums [1]

No eta were moved by the Clans from Rokugan to the Colonies, but even for peasants it was beneath them to handle the dead and refuse. The peasant community of the Second City devised a way to deal with: they would punish any of their own number who misbehaved by declaring them eta to the samurai. Those peasants whose did not conduct properly were told to the samurai that were eta sent from the Empire. No samurai bothered to check where these new eta came from, and assigned them to work. This practice became a routine. [1]
