The Articles of Heaven were written by Seppun Hanako to aid the young and inexperienced Hantei XVII in restoring the reputation of the emperor that had been tarnished by Hantei XVI. The Articles are a set of legal reforms, touching on every aspect of the Rokugani legal system and creating a new basis for the empire's laws. The Articles regulated the use of torture, increased the quality of life for heimin, and set strict requirements for treatment of prisoners and hostages, among other issues. (WC:KA p. 24, 3E p.13)
