The Bold Counsel was a Shintao garden built in the Imperial Palace as a gift by the Phoenix under the reign of Hantei Genji. He decreed that only those of Hantei Blood could walk over the seven stones there. It was said the Seven Fortunes or the Seven Thunders had appeared to him during his seven steps, and each Hantei came when in need of advice. [1]
